The Board of Control for Cricket in India has initiated an inquiry after Rajasthan Royals manager Romi Bhinder was seen allegedly using a mobile phone inside the team dugout during an IPL 2026 match.
The incident occurred during Rajasthan’s game against Royal Challengers Bengaluru in Guwahati, where broadcast footage showed Bhinder with a phone while seated next to young player Vaibhav Sooryavanshi.
What the IPL Rules Say
According to IPL regulations, mobile phones are not permitted in the dugout area, which falls under the Player and Match Officials Area (PMOA).
However, team officials such as managers and doctors are allowed to carry phones within designated areas like dressing rooms, not in active match zones like the dugout.
BCCI Clarifies Position
BCCI secretary Devajit Saikia confirmed that the board is currently verifying whether any rules were breached.
He stated that:
- Carrying a phone is permitted for team managers
- The key issue is whether it was used in a restricted area
- Action will be taken only if a violation is confirmed
Officials have begun reviewing match footage and related evidence to determine the facts.
Investigation Underway
The BCCI has launched a formal verification process to assess:
- Whether the phone was actively used
- If usage occurred within the prohibited dugout area
- Whether IPL anti-corruption protocols were breached
Saikia emphasised that no conclusions will be drawn without clear evidence.

The controversy gained traction after former IPL commissioner Lalit Modi publicly questioned the incident and called for immediate action if rules were violated.
The viral visuals have sparked discussions around maintaining strict compliance with IPL regulations, especially in sensitive areas like the dugout.
