BMC issues strict SOP for Khandagiri Jatra, warns of NOC cancellation over obscenity

The Bhubaneswar Municipal Corporation (BMC) announced strict guidelines for the famous Khandagiri Jatra, warning organisers that any obscene performance will lead to immediate cancellation of their No Objection Certificate (NOC).


The annual cultural festival at the foothills of Khandagiri draws thousands of visitors. In recent years, vulgar dances and dialogues created controversies. To address these concerns, BMC introduced a Standard Operating Procedure (SOP) to regulate the event.

The SOP directs organisers to prevent obscene dances, vulgar dialogues, or indecent performances on stage. Authorities will cancel the NOC if organisers violate the rules, and legal action will follow. Organisers must also maintain prescribed decibel limits to control noise pollution. The festival must adhere to the approved time schedule without extension. Safety measures such as fire arrangements and emergency exits remain mandatory.

Organisers and performers reacted differently to the new rules. Some welcomed the move, saying it would protect the cultural sanctity of the Jatra. Others argued that the restrictions could affect traditional freedom of expression. Stage construction in the Khandagiri area continues, and the new SOP has already placed organisers on alert.

Local residents and cultural enthusiasts largely supported BMC’s decision. They believe the guidelines will help families enjoy the festival in a safe and respectful environment. Many also emphasised that strict enforcement will determine the success of the new rules.

The Bhubaneswar Municipal Corporation stressed that the Khandagiri Jatra must remain a cultural celebration free from obscenity. The SOP reflects the administration’s commitment to preserving tradition while ensuring safety and dignity.
