Odisha Transport Commissioner Orders Strict Sand Transportation Safety Enforcement

Sand spillage during transportation continues to trigger fatal accidents across Odisha, and therefore, the Transport Commissioner has issued urgent directives to enforce strict safety measures.


The Commissioner emphasised that uncovered sand loads on trucks, tippers, and tractor-trolleys deposit sand on roads. Consequently, these deposits create skidding hazards for two-wheelers and lead to serious accidents. Moreover, courts, including the Orissa High Court, have repeatedly stressed the need for strict regulation of sand transportation. As a result, authorities now aim to eliminate hazards at the source rather than relying only on roadside enforcement.

Furthermore, Rule 138B of the Central Motor Vehicle Rules, 1989, mandates that goods carried in open vehicles must be covered with tarpaulin or HDPE sheets. In addition, the Mines and Minerals (Development and Regulation) Act, 1957, along with the Odisha Minor Minerals Concession Rules, empowers authorities to regulate the extraction and transportation of sand. Violations can therefore lead to suspension or cancellation of quarry leases.

The circular directs quarry operators and District Mining Officers to enforce a “Cover Before Exit” rule. Hence, vehicles cannot leave sand ghats unless loads are fully covered and secured. Supervisors will be held accountable, and CCTV monitoring will ensure compliance.

Additionally, Regional Transport Officers and police will conduct joint enforcement drives at accident-prone stretches, highway exits, and quarry approach roads. Any vehicle found uncovered or loosely tied will face immediate prosecution, detention, and e-challan penalties.

Finally, the Commissioner emphasised zero tolerance for unsafe sand transportation. Repeated violations may result in lease cancellation and strict legal action. Overall, the directive underscores the urgent need to prioritise road safety and prevent accidents linked to sand spillage.
