Odisha CM Directs Integrated Plan for Chilika Lake Restoration and Sustainable Tourism Development

In a high-level meeting held at the Chief Minister’s Office, Odisha Chief Minister Mohan Charan Majhi emphasized the urgent need for a comprehensive and integrated plan to protect and develop Chilika Lake, Asia’s largest brackish water lagoon and a globally recognized Ramsar wetland site.


The Chief Minister described Chilika as a “treasure trove of biodiversity” and instructed officials to take continuous and coordinated efforts for its conservation, highlighting its critical role in supporting migratory birds, fisheries, and local livelihoods.

The meeting, convened by the Chilika Development Authority (CDA), focused on a holistic strategy to address long-standing environmental challenges. Key proposals discussed included:

  • Dredging the lake’s mouth (Muhan) to restore natural tidal flow and prevent further siltation.
  • Desilting critical connecting water channels, including the main channel along with Balugaon, Magarmukh, and Palur channels, to improve water exchange with the sea.
  • Enhancing fish resources through the establishment of modern fish landing centers.
  • Developing long-term sustainable infrastructure and promoting research initiatives.

These measures aim to maintain optimal salinity levels, boost the lake’s water-holding capacity, and revive its rich biodiversity, including Irrawaddy dolphins and migratory bird habitats. Officials noted that the lake has not undergone major mouth dredging since around 2000, leading to gradual silt accumulation and ecological decline. The integrated restoration plan is expected to take approximately 5 years for full implementation.

Chief Minister Majhi also issued specific directives to formulate a dedicated tourism plan for Chilika, focusing on eco-friendly and responsible tourism. Discussions covered organizing events such as:

  • Bird festivals
  • Seafood festivals
  • Boat festivals
  • Establishment of lighthouses
  • Interpretation centers

These initiatives are intended to promote sustainable tourism while generating livelihoods for local communities, particularly fisherfolk, without compromising the lake’s fragile ecosystem.

The meeting was attended by key dignitaries, including Deputy Chief Minister Pravati Parida, Works and Law Minister Prithviraj Harichandan, Forest and Environment Minister Ganesh Ram Singh Khuntia, Chief Secretary Anu Garg, Principal Secretary to CM Saswata Mishra, Principal Secretary of Forest and Environment Department Bhaskar Jyoti Sharma, and other senior officials.

This renewed focus on Chilika aligns with ongoing state efforts, including recent preparations for a multi-crore Detailed Project Report (DPR) in collaboration with IIT Madras, aimed at long-term ecological revival amid increasing siltation concerns.

Chilika Lake remains a winter paradise for millions of migratory birds and a vital economic resource for over 2 lakh people dependent on its fisheries. The government’s proactive steps underscore its commitment to preserving this unique natural heritage for future generations while balancing conservation with sustainable development and tourism growth.
