Chief Secy Reviews SUBHADRA Scheme, Emphasises Economic Empowerment

The state-level steering and monitoring committee meeting for the transformative ‘SUBHADRA’ scheme was held today at Lok Seva Bhawan, chaired by Chief Secretary Manoj Ahuja.


The meeting focused on evaluating the scheme’s progress and strategising its future implementation to ensure comprehensive economic empowerment for women beneficiaries across Odisha.

Ahuja reviewed the scheme’s effective execution, offering strategic guidance to enhance its impact. He emphasised integrating Subhadra beneficiaries with other government schemes to foster holistic financial independence, enabling women to achieve greater economic stability.

Monisha Banerjee, Director of Women and Child Development, presented a detailed overview of the scheme’s achievements. To date, 1.09 crore applications have been received, with 1.02 crore beneficiaries receiving the first instalment and 1.96 lakh securing the second. However, 5.82 lakh women were excluded due to criteria such as owning a four-wheeler, being under 21 or over 60, or having a family income exceeding ₹2.5 lakh. Additionally, 93,792 beneficiaries over 60 in the 2025-26 financial year were excluded from the third instalment, with their details proposed for inclusion in old-age pension schemes under the Social Security and Empowerment of Persons with Disabilities Department. Beneficiaries opting out can do so via helpdesks at Child Development Project Officer (CDPO) offices.

The meeting highlighted the “Subhadra Samiksha” initiative, a collaborative effort with the WCD Department, the Higher Education Department, and IIM Sambalpur. Data from this program revealed that many beneficiaries are channelling Subhadra funds into entrepreneurial ventures, driving economic growth at the grassroots level.

The Subhadra portal has addressed 1.83 lakh of 3.51 lakh registered complaints, while the women-run “Kuha Subhadra” grievance redressal centre handles over 20,000 calls daily, ensuring swift resolution of issues. Implemented within just 100 days of cabinet approval, the Subhadra scheme has transferred financial assistance in two instalments, earning praise for its coordinated execution.

Ahuja commended the WCD Department for its role in empowering women to explore new income avenues, significantly boosting their financial autonomy.

Senior officials from various departments and committee members attended the meeting, underscoring the state’s commitment to the scheme’s success. The Subhadra initiative continues to pave the way for economic empowerment, transforming the lives of women across Odisha.
