In a significant move highlighting the talent pool from Odisha, two Indian Administrative Service (IAS) officers from the state’s cadre have been appointed to key positions under the Central Staffing Scheme.
The appointments, approved by the Competent Authority, underscore the growing role of Odisha cadre officers in national-level governance.
Samarth Verma, a 2011-batch IAS officer, has been named Director in the Ministry of Ports, Shipping & Waterways in Delhi. His tenure is set for five years from the date he assumes charge, or until further orders. Verma, known for his administrative acumen, will contribute to India’s maritime and waterways infrastructure development, a critical sector for economic growth.
On Sept 26, Ms Swadha Dev Singh, from the 2014 batch, was appointed as Director of Census Operations and Director of Citizen Registration (at the Deputy Secretary level) in the Office of the Registrar General of India (RGI) Headquarters, New Delhi. Her role will extend up to December 31, 2025, with potential for further extension under the scheme. Singh’s expertise will be pivotal in overseeing census activities and citizen registration processes, especially amid ongoing digital transformation initiatives.
The Government of India has directed the Odisha Chief Secretary to relieve both officers immediately, emphasising the urgency of their new assignments. As per the Appointments Committee of the Cabinet (ACC) guidelines, failure to join within three weeks could lead to debarment from future central postings.
These deputations reflect the Centre’s strategy to leverage state-level experience for federal projects, strengthening inter-governmental coordination. Odisha’s cadre continues to shine on the national stage, with officers like Verma and Singh taking on roles that impact policy and implementation across the country.
