In a significant administrative development, the Chancellor’s Secretariat has appointed Rashmirekha Swain, OAS (S), Joint Secretary in the Board of Revenue, Odisha, as the new Registrar of Madhusudan Law University (MLU), Cuttack.
According to an official notification issued on June 7, 2026, Swain will serve on foreign service terms and conditions for an initial period of three years or until further orders, whichever is earlier. The appointment takes effect from the date she joins the university.
The notification emphasises that the move aims to strengthen the administrative leadership of the prestigious law university. Separate memos have also been issued to the Additional Chief Secretary, Revenue and Disaster Management Department, and the Member, Board of Revenue, requesting early relief of Swain from her current posting so she can assume her new role.
Rashmirekha Swain is a senior Odisha Administrative Service officer known for her administrative acumen and experience in revenue and governance matters. Her appointment is expected to bring fresh momentum to the academic and administrative functioning of Madhusudan Law University, one of Odisha’s premier institutions for legal education.
