In a graceful transition of leadership, Pinaki Patnaik formally assumed charge today as the new Officer on Special Duty (OSD) to the Chief Secretary of Odisha, marking a significant moment in the state’s administrative corridors.
The Office of the Chief Secretary organised a heartfelt farewell-cum-welcome ceremony at the Second Floor Conference Hall of Lok Seva Bhawan. Senior officers and staff gathered to bid farewell to Kalyan Kumar Rath, who is retiring voluntarily after a stellar tenure, and to warmly welcome Pinaki Patnaik into his new role.
Kalyan Kumar Rath, who had been serving as OSD to the Chief Secretary since May 2023, was felicitated for his exemplary service. Known for his foresight, coordination skills, and leadership, Rath played a pivotal role in strengthening the day-to-day functioning of the Chief Secretary’s Office. Colleagues praised his outstanding contributions and wished him success in his next assignment as Member of the Odisha Uniformed Services Staff Selection Commission.
Speaking at the event, officers and staff highlighted Rath’s dedication: “His leadership and coordination significantly enhanced the efficiency of the Chief Secretary’s Office.”The spotlight then turned to the new appointee. Pinaki Patnaik, who brings rich experience from his previous roles as Additional Secretary in the Skill Development and Technical Education Department and OSD to the Chairman of the Odisha Skill Development Authority, was greeted with a bouquet of flowers and enthusiastic congratulations.

Officers expressed confidence that Patnaik’s proven expertise in skill development and administration will further strengthen the Chief Secretary’s Office and support the state government’s developmental priorities.
