The Orissa High Court has directed the Cuttack district administration to take strict action against the use of polythene during the upcoming Bali Yatra festival, which begins on November 5.
A division bench comprising Justice S.K. Sahoo and Justice V. Narasingh issued the directive after the Orissa High Court Bar Association raised serious concerns about rampant polythene usage in the city. Bar Association president Manoj Mishra and secretary Avijit Patnaik informed the court that polythene waste was clogging drains, causing waterlogging, and contributing to the spread of vector-borne diseases like malaria and dengue. They also highlighted that burning polythene releases toxic gases, worsening air pollution and respiratory health risks.
Responding to the concerns, the court emphasized the urgency of the issue, especially during Bali Yatra, which draws lakhs of visitors each year. Appearing virtually, Cuttack ADM Shibo Toppo assured the court that the administration would take necessary steps to raise awareness and prevent polythene use during the event. He also stated that traders would be encouraged to adopt eco-friendly alternatives that would not affect their livelihoods.
The High Court recommended the use of reusable cotton, jute, and canvas bags, along with biodegradable materials made from starch or bamboo. It also suggested sustainable food storage options such as reusable silicone bags, beeswax-lined wraps, and glass containers.
Additionally, the court directed the launch of public awareness campaigns to educate citizens on the importance of reducing plastic use and adopting sustainable habits in daily life.
