In a historic leap toward positioning Odisha as a primary global destination for industrial capital, Chief Minister Mohan Charan Majhi opened the first day of his UAE investment roadshow with milestone trade agreements, port development pacts, and a massive multi-sector investment framework.


Led by the Chief Minister, the Odisha delegation engaged directly with leading West Asian conglomerates, sovereign wealth representatives, and industry captains across Abu Dhabi and Dubai. The whirlwind opening day set the trajectory for the state’s five-day international outreach (September 8–12, 2026), reinforcing the vision of a economically vibrant, sustainable Samruddha Odisha.

IHC and Adani Partnership Expands to 14 New Mega-Projects

Building on the landmark agreement inked in July 2026, the high-level delegation kicked off the visit with an intensive strategic roundtable with the business verticals and subsidiary arms of Abu Dhabi’s International Holding Company (IHC). Attendees included Syed Basar Shueb (MD & CEO, IHC), Karan Adani (MD, Adani Ports and SEZ), and Sagar Adani (Executive Director, Adani Green Energy).

The centerpiece outcome of the session was the signing of a massive umbrella MoU between the Government of Odisha, IHC, and the Adani Group. The deal outlines 14 high-impact projects across downstream metals, critical minerals, slurry transportation pipelines, green energy components, port-led industrial infrastructure, healthcare, tourism, and skill development hubs.

Site selections for the core integrated aluminium facility also advanced, with proposed sites in Kalyansinghpur Tahsil (Rayagada district) for the alumina refinery and Sadar Sundaragada Tahsil (Sundaragada district) for the smelter complex.

Deepening Trade Ties: Strategic MoU Signed with Indian Business & Professional Group

To cement direct trade lanes and boost state exports, Chief Minister Majhi met senior leaders of the Indian Business and Professional Group (IBPG) in Abu Dhabi, led by President Rajiv Shah.

A Memorandum of Cooperation was signed between the Odisha Government and IBPG. The pact aims to significantly increase exports of high-grade Odia agricultural and marine produce—such as GI-tagged turmeric, ginger, and processed seafood—to the Middle East and North Africa (MENA) region. The deal also lays down a roadmap for contract manufacturing for major UAE brands and promotes the global deployment of Odisha’s skilled workforce.

Borouge Invited to Anchor Paradip Petrochemicals Complex

In a focused push to scale the state’s downstream chemical ecosystem, the Chief Minister held a bilateral session with Hazeem Sultan Al Suwaidi, CEO of global polyolefin titan Borouge Plc.

Highlighting Odisha’s strategic coastal infrastructure, the state government formally invited Borouge to set up a world-scale chemicals downstream complex connected to Indian Oil Corporation Limited’s (IOCL) proposed naphtha cracker at Paradip. Leveraging Borouge’s domain authority in premium polyethylenes and polypropylenes, the collaboration promises to unlock high-value polyolefin applications for advanced packaging, infrastructure, and mobility manufacturing across Eastern India.

Broadening Infrastructure Pathways via Global Capital

Wrapping up the day’s proceedings, Chief Minister Majhi chaired an exclusive investment roundtable with UAE institutional investors and infrastructure fund executives. Highlighting project pipelines under Public-Private Partnerships (PPP), state leadership pitched opportunities in port expansion, logistics corridors, and industrial park developments.
