In a major push to ensure accurate and transparent voter rolls ahead of the upcoming Panchayat and Municipal Elections in 2027, the State Election Commission (SEC) of Odisha has announced a comprehensive door-to-door survey across the state starting October 26, 2026. The survey will continue until November 7, 2026.
Announcing the roadmap at a press conference in Bhubaneswar, State Election Commissioner Madhusudan Padhi detailed the key milestones for the voter list preparation:
- Door-to-Door Survey: October 26, 2026 – November 7, 2026
- Draft Voter List Publication: January 1, 2027
- Claims & Objections Window: 20 days post draft publication
- Final Electoral Roll Publication: February 10, 2027
SEC Secretary Santosh Kumar Dash and Deputy Secretary Durga Charan Murmu were also present during the announcement.
‘One Family, One Booth’ Objective
The primary objective of this exercise is to eliminate booth-allocation discrepancies that often cause inconvenience during polling. Under this initiative, all eligible voters belonging to the same household will be mapped sequentially under the same ward and polling booth.
Every family will be assigned a unique house number, linking all household members to a single identifier. To ensure local accountability and fairness, political parties have been requested to appoint Booth Level Agents (BLAs) to oversee and assist during the survey.
Application Forms for Claims and Objections
Once the draft list is published on January 1, 2027, citizens will have 20 days to inspect their details, apply for corrections, add missing names, or request deletions. Specific forms have been designated across rural, urban, and municipal corporation sectors:
| Request Type | Rural Areas | Urban Areas | Municipal Corporations |
|---|---|---|---|
| Addition / Correction | Form-16 | Form-III | Form-VII |
| Deletion of Name | Form-17 | Form-IV | Form-VIII |
All claims and objections will undergo rigorous field verification by Assistant Electoral Registration Officers (AERO) and Electoral Registration Officers (ERO) before final inclusion.
Ground-Level Mobilization
A wide network of grassroots field workers will execute the survey. Booth Level Officers (BLO), Anganwadi Workers (AWW), Jal Satis, Swachh Satis, and ASHA workers will conduct physical visits to gather and verify household data.
Supervision and regular monitoring will be managed by Panchayat Executive Officers (PEO), BLO Supervisors, AEROs, and EROs to guarantee completion within the strict timelines set by the Commission.
