Odisha Launches ‘AmaSathi’ WhatsApp Chatbot & ORTPSA CMS 2.0 for Citizen Services

The Government of Odisha today launched the ‘AmaSathi’ Unified WhatsApp Chatbot and the upgraded ORTPSA Central Monitoring System 2.0, aimed at revolutionizing public service delivery across the state.


Unveiled by Chief Secretary Shri Manoj Ahuja at Lok Seva Bhavan, the chatbot—developed in collaboration with Meta—offers access to over 120 essential government services via a single WhatsApp number: 9437292000. With voice capabilities and support in both Odia and English, the platform is designed to serve more than 45 million citizens, streamlining access to services like birth and income certificates, driving and fertilizer licenses, and welfare schemes such as the National Family Benefit Scheme.

Odisha becomes the second state in India, after Andhra Pradesh, to partner with Meta for such a citizen-centric initiative. The chatbot is expected to expand to over 500 services by March 2026.

The event also marked the launch of the ORTPSA CMS 2.0 Dashboard, which will enhance accountability and transparency in service delivery. Senior officials including Development Commissioner Anu Garg, ACS Surendra Kumar, and Meta India’s Arun Srinivas emphasized the transformative potential of these tools in bridging the gap between citizens and governance.

Executive Director CMGI Vineet Bharadwaj highlighted the need for simplified access, noting that WhatsApp now joins offline offices, web portals, mobile apps, and CSCs as a fifth mode of service delivery.

Massive awareness campaigns are set to roll out across Odisha to promote the chatbot, including bus branding, hoardings, and media outreach.
