Odisha Governor Hari Babu Kambhampati has raised concerns over the delayed implementation of the Panchayats (Extension to Scheduled Areas) Act (PESA) in the state.
In a recent review meeting with the ST & SC Development, Minorities & Backwards Classes Welfare Department, he urged the formation of a high-level task force, headed by the Chief Minister, to facilitate smoother coordination among departments handling PESA and the Forest Rights Act (FRA).
Governor Kambhampati stressed the need to expedite the framing of PESA rules, conduct Tribal Advisory Council meetings twice a year, and ensure efficient fund utilisation with a 120% target, to achieve at least 100% effective spending. He also flagged infrastructure concerns in tribal areas, particularly challenges in mobile connectivity equipment transportation, and pledged personal engagement with project administrators to monitor progress.
The Governor’s proactive stance signals a renewed urgency toward addressing governance issues in Odisha’s tribal regions. The government is expected to take immediate steps based on his recommendations.
