The Odisha government has issued a fresh round of administrative adjustments among senior Indian Administrative Service (IAS) officers, as detailed in a notification from the General Administration & Public Grievance Department dated February 11, 2026.
This comes shortly after a larger reshuffle earlier in the month, reflecting ongoing efforts to optimise bureaucratic assignments in key sectors such as skill development, urban planning, enterprises, and industrial promotion.
Key changes include:
Bhupendra Singh Poonia, IAS (RR-2008), currently Commissioner-cum-Secretary to Government, Skill Development & Technical Education Department, has been permitted to retain additional charge as Commissioner-cum-Secretary to Government, Sports & Youth Services Department. This terminates the additional charge previously held by Sachin Ramchandra Jadhav, IAS, in the Sports & Youth Services Department, effective from the date Poonia assumes the role.
D. Prasanth Kumar Reddy, IAS (RR-2009), Commissioner-cum-Secretary to Government, Micro, Small & Medium Enterprises Department with additional charge as Managing Director, IDCO, has been appointed as Managing Director, IDCO (Industrial Development Corporation of Odisha).
Rashmita Panda, IAS (RR-2010), previously appointed as Vice-Chairman, Bhubaneswar Development Authority (BDA) with additional charges including Managing Director, Bhubaneswar Smart City Limited and Special Secretary to Government, Housing & Urban Development Department (via earlier notification dated February 5, 2026), has now been posted as Commissioner-cum-Secretary to Government, Micro, Small & Medium Enterprises Department. She retains additional charges as Chairman & Chief Executive Officer, Startup Odisha and CEO, ORSAC. The prior notification appointing her to the Vice-Chairman role in BDA is hereby cancelled.
Surendra Kumar Meena, IAS (RR-2012), Additional Secretary to the Government, Scheduled Tribe & Scheduled Caste Development, Minorities & Backward Classes Welfare Department, is allowed to retain additional charge as Executive Director, Centre for Modernising Government Initiatives (CMGI) and Convener of the Committee on Administrative & Governance Reforms. This ends the additional charge previously held by Shri Vineet Bhardwaj, IAS, in those roles.
Aboli Sunil Naravane, IAS (RR-2015), Director, Industries with additional charges as Managing Director, Odisha Small Industries Corporation and Managing Director, Odisha State Financial Corporation, is permitted to retain additional charge as Managing Director, IPICOL (Industrial Promotion and Investment Corporation of Odisha Limited). The prior additional charge of Shri Bhupendra Singh Poonia as MD, IPICOL, stands terminated upon Naravane taking over.
These transfers and additional charge arrangements aim to ensure continuity and effective leadership in critical areas of governance, industrial growth, the startup ecosystem, and urban development initiatives.
