The Odisha Government has constituted a Committee on Administrative and Governance Reforms (CAGR) to undertake a comprehensive review of the state’s administrative structure, rules, and procedures.
The initiative is aligned with Odisha Vision 2036 & 2047, aiming to modernise governance and enhance efficiency.
The Committee, chaired by Shri Jugal Kishore Mohapatra, IAS (Retd.), with members Shri O.P. Agrawal, IAS (Retd.) and Shri T.M. Vijay Bhaskar, IAS (Retd.), has been tasked with recommending measures for simplification, transparency, accountability, and digital adoption in service delivery. It will also explore participatory governance, grievance redressal, and capacity building for civil services.
To assist the Committee in its mandated functions, five officers have been attached in addition to their existing duties. These include:
- Sri Sibo Narayana Sahu, OAS (SS), Special Secretary, Parliamentary Affairs Department
- Sri Sabyasachi Hota, OAS (SAG), General Manager, Odisha Computer Application Centre (OCAC), Bhubaneswar, with additional charge as Joint Secretary, Electronics & IT Department
- Sri Ansuman Rath, OAS Gr.A (JB), Under Secretary, GA & PG Department, deployed in the Chief Secretary’s Office
- Sri Saumyaranjan Sahoo, Assistant Section Officer, AR Cell, GA & PG Department
- Sri Sugyana Kumar Nayak, Assistant Section Officer, AR Cell, GA & PG Department
The order comes into effect immediately.
