Odisha Govt Abolishes NOC Requirement for GA & PG Employees

Standing Permission Granted for Career Advancements

The Government of Odisha has abolished the requirement for individual “No Objection Certificates” (NOCs) for employees of the General Administration and Public Grievance (GA & PG) Department seeking career advancements.


The GA & PG Department has issued a Standing Permission/NOC for all officers and employees under its administrative control. This order allows them to apply for jobs or appear in recruitment examinations—including those conducted by UPSC, OPSC, SSB, OSSC, and OSSSC—without seeking fresh departmental approval for each application.

Officials explained that the department receives numerous NOC requests throughout the year, which consume valuable time and cause inconvenience to employees. With this order, employees can now pursue better career opportunities more freely.

The Standing Permission comes with specific conditions. Employees must not neglect their official duties while applying for jobs or appearing in examinations. They must obtain prior approval from competent authorities for leave and headquarters permission by producing admit cards or equivalent documents.

Importantly, the Standing Permission does not automatically relieve employees from their current service. If selected for another job, employees must seek formal approval through proper channels. The department also reserves the right to refuse to relieve an employee in the public interest or for justifiable reasons.

The order clarifies that no individual NOCs will be issued henceforth, and all pending applications will not be processed. This directive supersedes all previous orders, guidelines, or circulars issued by the GA & PG Department on the matter.
