Odisha Governor Dr Hari Babu Kambhampati on Tuesday urged young revenue officers to equip themselves with deep knowledge of central and state welfare schemes so they can serve as an effective bridge between the government and citizens, ensuring benefits reach every deserving person.
Interacting with 71 probationers of the Odisha Revenue Service (2023 batch) at the Revenue Officers Training Institute (ROTI) in New Abhishek Hall, Lok Bhavan, the Governor stressed that officers must understand both policy goals and ground realities to make welfare programmes truly effective.
“Regardless of the nature of your posting, complete awareness of policy objectives and grassroots realities is essential,” Governor Kambhampati said. “Only then can welfare schemes deliver maximum benefits to eligible citizens.”He praised the comprehensive booklet on government schemes prepared by ROTI and asked trainees to master key schemes including PMSBY, PMJJBY, Mukhyamantri Krushi Udyog Yojana, and Mukhyamantri Kamdhenu Yojana. The Governor also advised officers to enrol themselves in relevant social security schemes and actively motivate citizens to do the same.
Turning to economic challenges, the Governor highlighted the impact of geopolitical tensions in West Asia on crude oil imports and foreign exchange reserves. He called for behavioural changes at the individual level — including reduced discretionary spending on gold and foreign travel — to ease pressure on the economy.
On the sustainability front, Governor Kambhampati encouraged a shift towards electric mobility to reduce dependence on petrol and diesel. He revealed that his official convoy has been using electric vehicles for nearly a year. He also linked clean mobility with renewable energy, highlighting the PM Surya Ghar Yojana and rooftop solar systems that can support EV charging.
Lok Bhavan has already installed solar panels generating 635 kW of power, while ROTI meets 40% of its energy needs through solar power — a model the Governor appreciated.
Drawing lessons from the COVID-19 pandemic, he said India turned challenges into opportunities through self-reliance, innovation, and digital systems. He urged officers to adopt the same spirit in public service.
Dr Roopa Roshan Sahoo, Commissioner-cum-Secretary to the Governor, delivered the welcome address, while ROTI Director Digant Rautaray briefed the gathering about the institute’s training programmes.
The interaction reflected the state’s push for more informed, proactive, and sustainability-focused governance.
