Odisha Bandh Tomorrow: What Remains Open and What Closes on October 8

Normal life across Odisha is expected to face significant disruptions on Thursday, October 8, 2026, as opposition parties under the INDIA bloc banner prepare to enforce a statewide shutdown (bandh).


Led by the Odisha Pradesh Congress Committee (OPCC) alongside coalition partners—including the CPI, CPI(M), CPI(ML) Liberation, Forward Bloc, NCP (Sharad Pawar), Samajwadi Party, and RJD—the alliance will take to the streets from 6:00 AM to 6:00 PM.

The 12-hour general strike follows massive demonstrations near the State Legislative Assembly and the Chief Minister’s residence in Bhubaneswar. Security has been tightened in key urban hubs, with local authorities monitoring vulnerable transit corridors.

What Are the Demands Behind the Bandh?

The INDIA bloc opposition has rallied behind three primary demands driving Thursday’s shutdown:

  • Repeal of MMDR Amendment Act 2026: Protesters contend that the newly introduced Mines and Minerals (Development and Regulation) Amendment Act usurps the state’s natural resource rights, weakening financial autonomy and threatening local tribal communities living on mineral-rich lands.

  • Resignation of CEC Gyanesh Kumar: The coalition is demanding the stepping down of the Chief Election Commissioner over allegations surrounding the Special Intensive Revision (SIR) electoral roll process.

  • Errors in School Textbooks: The opposition has criticised the state government over widespread factual errors identified in class 1 through 8 textbooks, demanding political accountability and systemic educational reforms.

What Will Be Affected?

Public Transport & Travel

Commuters should prepare for major travel disruptions. Private bus operators, auto-rickshaw unions, and taxi aggregators across major hubs—including Bhubaneswar, Cuttack, Sambalpur, and Rourkela—are expected to restrict operations during peak hours. Pickets and road blockades may stall vehicular movement along state and national highways. Long-distance travellers are advised to reschedule non-essential journeys.

Markets & Business Establishments

Commercial markets, retail shops, and private offices are likely to remain closed or see minimal staff presence, particularly during the first half of the day. Commercial associations and merchant groups have been requested by the opposition leadership to extend voluntary support.

Schools & Educational Institutions

While no blanket government order for school closures has been issued statewide, several private institutes and colleges have advised online classes or delayed openings to ensure student safety amidst expected roadblocks.

What Remains Exempted?

Organisers have clarified that emergency services will remain completely unaffected throughout the 12-hour bandh. Exempted operations include:

  • Ambulances and medical emergency vehicles

  • Hospitals, pharmacies, and healthcare diagnostic centres

  • Fire services, water supply, and power infrastructure

  • Milk and essential food distribution vans

Security Measures & Government Response

The Odisha Home Department has alerted District Collectors and Superintendents of Police (SPs) to maintain strict law and order. Additional police forces will be deployed near vital installations, railway stations, bus terminals, and government office premises to prevent clashes or forcible closures.
