Starting October 1, 2026, domestic liquefied petroleum gas (LPG) consumers across India will be required to complete Biometric Aadhaar Authentication (BAA) to book gas refills at the regulated Retail Selling Price (RSP) and receive applicable subsidies.
The Union Government introduced the mandatory authentication requirement to ensure that domestic gas subsidies reach genuine and deserving households while curbing the unauthorised diversion of subsidised cylinders for commercial or industrial use. The measure also aims to eliminate duplicate or fake connections and streamline transparent subsidy delivery.
Status and Scope
According to data released by the Ministry of Petroleum and Natural Gas as of September 19, 2026, approximately 27.43 crore active domestic LPG consumers—representing 89.9 per cent of the country’s total consumer base—have already completed the verification process.
Consumers who have already completed their biometric verification do not need to perform any further actions, and their cylinder bookings will continue without interruption. For those yet to complete the process, refill bookings at subsidised rates will resume immediately once authentication is completed.
How Consumers Can Complete Authentication
The Ministry has outlined multiple convenient routes for consumers to complete their verification:

At Home During Delivery: Delivery personnel can complete the verification process on the spot using Oil Marketing Company (OMC) mobile applications.

At Distributorships: Consumers can visit their local LPG distributor’s showroom.

Self-Service OMC Mobile Apps: Consumers can complete the e-KYC process independently at home using brand-specific mobile applications—IndianOil ONE (Indane), HelloBPCL (Bharatgas), or HP PAY (HP Gas). Video tutorials are available on the PMUY portal.
Option for Non-Compliant Consumers
Consumers who choose not to undergo biometric authentication can still receive LPG cylinders by registering their preference on OMC digital platforms, web portals, WhatsApp chatbots, or IVRS systems. However, these non-authenticated consumers will be supplied cylinders at full market price without any government subsidy, available in 5 kg or 10 kg sizes based on local availability.
Sustaining the LPG Subsidy Framework
Domestic LPG continues to be sold below cost. The implicit subsidy stood at approximately ₹210 per 14.2 kg cylinder in September 2026, after peaking at ₹721 per cylinder in June 2026.
To keep domestic cooking gas affordable, the government provided OMC compensation of ₹22,000 crore in FY 2022–23 and has allocated ₹30,000 crore across FY 2025–26 and FY 2026–27. Despite these measures, accumulated under-recoveries of public sector OMCs on domestic LPG exceeded ₹62,000 crore as of August 31, 2026.
