Major Bureaucratic Reshuffle in Odisha: Key IAS Officers Assigned New Roles

The Odisha government has announced a major bureaucratic reshuffle, transferring and assigning new responsibilities to several senior IAS officers across key departments.


The General Administration and Public Grievance Department issued the notification on Friday, detailing fresh appointments and additional charges effective from October 13.

Odisha Government Issues IAS Transfer and Posting Orders (Effective October 13, 2025)

  • Girish S.N. (IAS, RR-2002) – Commissioner-cum-Secretary, Panchayati Raj & Drinking Water Department, is allowed to remain in additional charge as Commissioner-cum-Secretary, Department of Mission Shakti.
    Will assume charge after the relieving of Shalini Pandit from the State on October 13, 2025 (AN).

  • Noonsavath Thirumala Naik (IAS, RR-2009) – Vice-Chairman, Bhubaneswar Development Authority, and Managing Director, Bhubaneswar Smart City Ltd., appointed as Commissioner-cum-Secretary, School & Mass Education Department.
    Will assume charge after the relieving of Shalini Pandit on October 13, 2025 (AN).

  • Mansi Nimbhal (IAS, RR-2010) – Director, Tourism, and Managing Director, Odisha Tourism Development Corporation, appointed as Managing Director, Odisha Lift Irrigation Corporation.
    Will continue additional charge as Additional Secretary, Water Resources Department.
    To assume charge after the relieving of Swadha Dev Singh on October 13, 2025 (AN).

  • Surendra Kumar Meena (IAS, RR-2012) – Additional Secretary, Panchayati Raj & Drinking Water Department, and Director, State Institute of Rural Development, appointed as Additional Secretary, ST & SC Development, Minorities & Backward Classes Welfare Department.

  • Subhashree Nanda (IAS, SCS-2013) – Additional Secretary, School & Mass Education Department, appointed as Additional Secretary, Planning & Convergence Department.

  • Chanchal Rana (IAS, RR-2014) – Commissioner, Bhubaneswar Municipal Corporation, will continue to hold additional charge as Vice-Chairman, Bhubaneswar Development Authority, and Managing Director, Bhubaneswar Smart City Ltd.

  • Premjit Nayak (IAS, SCS-2014) – Additional Secretary, ST & SC Development, Minorities & Backward Classes Welfare Department, appointed as Director, Scheduled Tribes.

  • Deepankar Mohapatra (IAS, NSCS-2014) – Chief Executive Officer, Hockey Promotion Council, Odisha, appointed as Director, Tourism.
    Will continue additional charge as Managing Director, Odisha Tourism Development Corporation.

  • Pranati Chhotray (IAS, NSCS-2014) – Managing Director, Boyanika, and Director, Handicrafts, appointed as Additional Secretary, Home Department.

  • Nivedita Prusty (IAS, SCS-2015) – Additional Secretary, Home Department, appointed as Managing Director, Boyanika.
    Will continue additional charge as Director, Handicrafts.

  • Madhusmita Samal (IAS, NSCS-2015) – Additional Secretary, Planning & Convergence Department, appointed as Additional Secretary, Panchayati Raj & Drinking Water Department.
    Will continue additional charge as Director, State Institute of Rural Development.

  • Sanjay Kumar Biswal (IAS, NSCS-2015) – Manager (Administration), Capital Region Urban Transport, appointed as Additional Secretary, Commerce & Transport Department.

  • Kanhu Charan Dhir (OAS, SS) – Private Secretary to the Deputy Chief Minister (Women & Child Development, Mission Shakti, and Tourism), transferred and posted as Director, Minor Minerals.
    Will assume charge after the relieving of Samarth Verma on October 13, 2025 (AN).
