Ex-Maoist Leader Bhupati Urges Cadres to Surrender

Former Maoist leader Mallojula Venugopal Rao, also known as Bhupati, surrendered a few days ago and has now released a video message urging Maoist cadres to lay down arms and return to the mainstream.


In his address, Venugopal emphasised the changing national landscape and urged Maoists to reconsider their path in light of the country’s progress. Moreover, he lamented the heavy loss of lives in recent encounters and referenced the death of top Maoist commander Madvi Hidma, calling it a turning point for the movement.

Venugopal declared, “We have lost too much for weapons, suffered immense damage, and sacrificed countless lives. The time has changed, the country has changed, and circumstances have changed. Armed struggle is no longer possible.”

Furthermore, he stressed that solutions to people’s problems must come through constitutional means rather than violence. “We must work according to the Constitution. This is the only option. Do not ignore this reality—lay down arms and return to the people,” he said.

Venugopal surrendered in Gadchiroli about one and a half months ago. Since then, his appeal has gained significance as anti-Maoist operations intensify in Andhra Pradesh and Chhattisgarh. Security forces have eliminated senior leaders and arrested dozens of cadres, reinforcing the urgency of his message.

Ultimately, the video signals a major shift, as a former senior Maoist commander openly calls for reconciliation and mainstream integration. His appeal highlights the impact of development and the changing circumstances across the country.
