Economic Survey 2025–26 Recognises Odisha as a Model State for Inclusive and Sustainable Growth

Odisha has emerged as a leading example of state-led development in India, with the Economic Survey 2025–26 repeatedly citing its policy innovation, inclusive growth strategies, and strong on-ground outcomes across multiple sectors.


The survey highlights Odisha’s progress in areas such as climate resilience, skilling, education, semiconductor manufacturing, urban reforms, and tribal livelihoods, positioning the state as a template for balanced and sustainable development.

Odisha’s Role in India’s Semiconductor Push

According to a report by The New Indian Express, Odisha is among six states hosting ten semiconductor manufacturing and packaging projects under the India Semiconductor Mission and Semicon India programme, with total investments estimated at ₹1.6 lakh crore.

The state’s Semiconductor Manufacturing and Fabless Policy was acknowledged for strengthening domestic production capabilities and improving supply chain resilience in a strategically important sector.

Skilling, Education and Tribal Livelihoods Praised

In the education sector, Odisha’s Mo College programme and the Higher Education Programme for Excellence and Equity were recognised for promoting alumni engagement, research internships, and the development of centres of excellence.

The Economic Survey also praised reforms in Industrial Training Institutes (ITIs), led by the Odisha Skill Development Authority’s “Fix, Scale, Accelerate” strategy, which has helped address under-utilisation while expanding access to advanced skills training.

A standout initiative highlighted in the survey was the “Strengthening of Livelihoods of a Rural Tribal Farmer” programme in Gajapati district. By integrating indigenous knowledge, low-cost technologies, and market linkages, the programme reportedly increased household incomes from around ₹1,500 to nearly ₹90,000 per year, significantly reducing distress migration.

Urban Reforms, Climate Action and Economic Growth

The survey also noted Odisha’s progressive urban and labour reforms, including liberalised building bye-laws and measures to increase women’s participation in the workforce. The Garbage-Free Urban Odisha mission, which focuses on bio-mining and material recovery, was cited as an effective urban sustainability initiative.

Paradip Port’s identification as a green hydrogen hub further places Odisha on India’s clean energy and decarbonisation roadmap.

Strong Economic Performance

Chief Minister Mohan Charan Majhi stated that Odisha’s Net State Domestic Product (NSDP) increased from ₹6.99 lakh crore in 2023–24 to an estimated ₹7.9 lakh crore in 2024–25, registering a growth rate of 13.04%.

The state’s per capita NSDP rose to ₹1,68,966, reflecting steadily improving living standards for its residents.
