Chief Secretary Reviews Development Initiatives with District Collectors; Stresses Boosting Credit-Deposit Ratio for Economic Growth

In a high-level virtual meeting today, Odisha’s Chief Secretary, Anu Garg, IAS,  chaired a comprehensive review with all District Collectors, focusing on accelerating development across nine critical departments and removing bottlenecks in flagship programmes.


The meeting extensively discussed district-level progress on mining-affected area development through the CM-Sampada platform, alongside key sectors including Health & Family Welfare, Women & Child Development, Industries, Energy, Finance, Excise, Water Resources, and Disaster Management.

Senior officials, including Development Commissioner-cum-ACS Deoranjan Kumar Singh, Additional Chief Secretaries, Principal Secretaries, and Commissioners, actively participated.

Chief Secretary Garg placed special emphasis on improving the Credit-Deposit (CD) ratio to fuel the state’s economic momentum. While Odisha’s overall CD ratio stands at 71.31%, districts like Jharsuguda, Kalahandi, Jajpur, and Boudh have shown commendable performance. She directed all districts to analyse and enhance credit flow, particularly to agriculture, allied sectors, and MSMEs, to ensure inclusive growth. Regular District Level Bankers’ Committee meetings and better coordination among district administration, banks, RBI, and NABARD were stressed.

Key Directives Issued

  • Conduct monthly review meetings with departmental district officers to resolve issues through coordinated efforts.
  • Strengthen the four-tier strategy under CM-Sampada for holistic development of mining-affected regions, focusing on 100% saturation of government services, top-up support, new initiatives, and effective monitoring of DMF projects.
  • Identify and resolve land-related issues for industrial setup in coordination with District Industries Promotion Agencies (DIPA) and IDCO.
  • Prioritise land availability for tourism development to boost employment.
  • Expedite power infrastructure projects by resolving land acquisition and environmental clearance hurdles.
  • Improve water supply management, install IoT flow meters, and recover water dues.
  • Enhance nutrition services, Anganwadi infrastructure, and launch new creches under the ‘Kalika’ scheme.
  • Maintain law and order through regular coordination with District Police Chiefs.
  • Keep 24×7 Emergency Operation Centres active and prepare for summer and natural calamities under OSDMA guidelines.

Additional Chief Secretary (Industries & Housing) Hemant Sharma, Principal Secretary (Finance) Sanjeev Kumar Mishra, and other senior officials presented detailed updates on their respective sectors. A workshop in June to build capacity of DMF and Project Management Unit teams was also announced.

The Chief Secretary directed Collectors to upload outcomes of district review meetings on the CM-Sampada dashboard and forward issues requiring state-level intervention to the Planning & Convergence Department within a week.

This proactive review reflects the Odisha government’s continued commitment to responsive, district-driven governance and faster, inclusive development across the state.
