Canada has denied study permit applications from nearly 75 % of Indian nationals in August 2025, marking a significant shift in its international-student policy.
According to government data, that month saw roughly a 74 % rejection rate for Indian applicants — compared with a 32 % rate in August 2023. Meanwhile, the overall global rejection rate remained around 40 %.
The total number of Indian applicants for student permits also dropped sharply, from approximately 20,900 in August 2023 to just 4,515 in August 2025. Historically, India has been the largest single source of international students for Canada’s post-secondary institutions.
Why Indian Applicants Are Particularly Affected
Canadian immigration authorities report that in 2023 they identified nearly 1,550 student-permit submissions that included fraudulent letters of acceptance — many traced to India. In response, the Department of Immigration flagged more than 14,000 suspect letters of acceptance under its new verification system.
The tightened screening process also includes elevated financial-capacity requirements for applicants. A spokesperson emphasised that these changes aim to protect the integrity of Canada’s global education channels.

While the Canada-based institutions have benefited significantly from India’s academic talent pool over the years, New Delhi and Ottawa are currently working to repair diplomatic relations after a period of tension. In a recent visit to India, Canada’s Foreign Minister Anita Anand stated that Canada still welcomes Indian students — even as it stresses the need for rigorous assessment of all applicants.
