The Odisha government has announced that Aadhaar is now compulsory for availing major state-run services and obtaining official documents.
According to a directive from the Department of Revenue and Disaster Management, citizens must furnish their Aadhaar number to apply for:

Caste certificates

Income certificates
-
Legal heir certificates
-
Land records and registration papers
The move is aimed at enhancing transparency, curbing duplication, and ensuring direct benefit transfer (DBT) to eligible individuals without intermediaries.
To support implementation in remote areas, the state is coordinating with OCAC and NIC to facilitate Aadhaar enrollment. Special camps will be organized in regions without Aadhaar centers.
Transitional Provision
Until Aadhaar is assigned, applicants can use alternative IDs like PAN cards, voter IDs, passports along with the Aadhaar enrollment slip for availing services.
This policy aligns with Odisha’s broader vision of digitizing public services and strengthening identity-based governance.
