In a major step toward shaping the long-term economic development of the state, the Government of Odisha Finance Department issued a notification on September 25, 2026, constituting the Chief Minister’s Economic Advisory Council (CM-EAC) with immediate effect.
The council has been set up to support the state’s ambitious vision of building a ‘Samruddha Odisha’—targeting a USD 500 billion economy by 2036—and a ‘Vikshit Odisha’, aiming for a USD 1.5 trillion economy by 2047. The body will function as an independent, forward-looking entity providing data-driven and evidence-based policy advice directly to the Chief Minister.

The newly formed CM-EAC brings together prominent experts across civil services, international economics, agriculture, academia, and emerging technology:

Administrative coordination will be handled by senior state officials. The Chief Secretary and the Development Commissioner-cum-Additional Chief Secretary serve as Ex-officio Members, while the Principal Secretary to Government, Finance Department acts as Member-Secretary, and the Director (Budget) serves as Convenor. Expert members are appointed for a term of two years in an honorary capacity.
Terms of Reference & Mandate
The advisory body will address macro-economic policy and strategic growth directives, focusing on:

Macroeconomic Strategy: Assessing global, national, and state-level economic shifts and their implications for Odisha.

Emerging Technologies & Governance: Recommending reforms in frontier sectors such as artificial intelligence, green energy transition, digital economy, blue economy, and climate resilience.

Inclusive Growth & Competitiveness: Formulating policies to boost industrialisation, investment promotion, sustainable employment generation, and state competitiveness.

Expansion of Non-Farm Economy: Supporting skill development, human capital growth, MSME expansion, and industrial clustering to meet the goals of Vision 2036 and Vision 2047.
Secretariat and Operations
The Finance Department will function as the Secretariat to the Council, providing required administrative, technical, and logistical support. The CM-EAC will meet at least once every six months and may invite domain leaders, industry representatives, and academic experts as special invitees for focused deliberations.
