A short session. A long list of grievances. And a political storm already gathering over the Odisha Legislative Assembly.


The monsoon session of the 17th Assembly will begin on Tuesday, September 22, and continue till October 3. It will be the House’s seventh session. Officially, it has only nine working days. Politically, it may feel much longer.

Opposition parties had earlier demanded a special sitting only to debate the Mines and Minerals (Development and Regulation) Amendment Act, 2026. The government refused, saying every major issue could be taken up in the regular monsoon session. That answer has not cooled tempers. From the first day, BJD and Congress legislators are expected to surround the treasury benches and demand that the amendment be withdrawn. A formal motion in the House is also possible.

Both parties argue that the parliamentary change will hurt Odisha. They say it weakens the state’s power to levy taxes or cesses on mineral rights and mineral-bearing land, centralises control, and risks a heavy hit to state revenue in one of India’s most mineral-rich regions. The ruling BJP has maintained that it is ready to discuss the matter on the floor and that the Opposition’s special-session demand was unnecessary.

MMDR will not be the only spark.

Errors in school textbooks, alleged failure in flood management, the Mahanadi dispute and irregularities in paddy procurement are all expected to surface. North Odisha saw a severe flood this year. Opposition MLAs say affected families did not receive adequate assistance and that Jajpur, in particular, needs a permanent solution rather than another cycle of rescue and relief. Demands for lasting flood protection in the district are likely to be raised with force.

Before the House sits, the political calendar is already packed. An all-party meeting has been called for Monday so that Speaker Surama Padhy can seek cooperation for smooth conduct of business. Separately, BJP, BJD and Congress legislature parties will hold their own strategy meetings. The government also plans to introduce five to six bills during the brief sitting.

The session may be short. The arguments will not be. Mining rights, flooded villages, faulty textbooks and farm distress are now queued up for the same compact window. If the Opposition keeps its promise of a united push, the monsoon session could open not with routine government business, but with a political squall over who speaks for Odisha’s resources and who failed its flood-hit districts.
