Odisha Partners with IRRI to to Scale Kalajeera Rice, Empower Rural Micro-Entrepreneurs

In a major strategic push, the Odisha government and IRRI align to commercialize native Kalajeera rice, boost farmers' income, and build women-led agribusinesses.

In a major step toward transforming the state’s agricultural landscape, the Odisha government has teamed up with the International Rice Research Institute (IRRI), Philippines, to scale up the cultivation, value addition, and commercialization of indigenous specialty rice, with a central focus on the famous Kalajeera rice.


The strategic roadmap was finalized during a high-level meeting at the LSB Chamber, led by Deputy Chief Minister and Minister of Agriculture & Farmers’ Empowerment, Energy, Kanak Vardhan Singh Deo, alongside a specialized delegation from IRRI.

Under this partnership, IRRI will lend advanced technical collaboration to preserve the signature aroma, pure genetics, and superior culinary quality of Odisha’s native specialty rice varieties, alongside health-focused Low-GI (Glycemic Index) rice.

To drive rapid adoption and expand cultivation areas, the state government plans to position Kalajeera rice as a primary demonstration project. This approach will enable local farmers to capitalize on higher Minimum Support Prices (MSP) and tap into favorable market valuations.

Furthermore, the initiative addresses post-harvest economic optimization by developing value-added food products from broken rice. The establishment of localized raw rice milling units and regional processing infrastructure will serve as the backbone for this shift—transforming local farming communities and women’s self-help groups into thriving rural micro-entrepreneurs.

The meeting also highlighted two major international milestones for the state’s agricultural sector:

  • Buyer–Seller Business Meet: The IRRI delegation officially extended an invitation to Deputy Chief Minister KV Singh Deo and state representatives to attend the upcoming national-level event, titled “Beyond the Bowl,” aimed at strengthening market linkages between growers and global buyers.
  • Global Knowledge Exchange: Under the joint initiative “Promoting Women Entrepreneurship through Rice Value Addition,” visiting scientists from IRRI Philippines shared international best practices in post-harvest processing and sustainable, women-led agribusiness.

The high-level meeting was attended by key leadership, including Sachin Ramchandra Jadhav (Commissioner-cum-Secretary, Agriculture) and the IRRI delegation led by Dr. Nese Sreenivasul (Principal Scientist), Dr. Mukund (Head of IRRI Odisha), Dr. Hameeda (Product Development Specialist), Dr. Priyabrata Roy (Project Coordinator), and Mr. Gyandeep Pandia (Agribusiness Expert).

By combining global scientific expertise with local agricultural heritage, Odisha is setting a benchmark for market-driven, resilient, and inclusive rural development.
