Odisha Launches Gyanodaya – Shikshya Ru Samruddhi: Free KG to PG Education, Admission Fees Waived from 2026-27

In a bold and transformative step that promises to reshape the future of education in Odisha, the state government has launched the “Gyanodaya – Shikshya Ru Samruddhi” initiative.


This landmark welfare scheme will provide free education from Kindergarten (KG) to Postgraduate (PG) levels in eligible government and aided institutions across the state.

The move, approved by the State Cabinet, officially takes effect from the 2026–27 academic session. In a formal directive issued by the School & Mass Education Department, admission fees have been completely waived in all eligible Government, Fully Aided, and Newly Aided Secondary Schools, as well as Government and Aided (488 & 662 Category) Higher Secondary Schools.

Dr N. Thirumala Naik, IAS, Commissioner-cum-Secretary to Government, School & Mass Education Department, has instructed all field functionaries under the Directors of Secondary and Higher Secondary Education to ensure zero collection of admission fees from students during the admission process. Necessary updates to the Student Academic Management System (SAMS) portal are being implemented immediately to reflect the change.

This decision removes a major financial hurdle for thousands of families, especially those from economically weaker sections. By eliminating admission fees, the scheme is expected to boost enrollment, reduce dropout rates, and ensure that no deserving student is forced to abandon education due to financial constraints.

The government has stated that detailed operational guidelines will be released soon. Until then, schools have been clearly directed not to charge any admission-related fees.

Education experts and parents are calling the initiative a game-changer that aligns with Odisha’s vision of building a knowledge-driven, prosperous society.

With this step, the state takes a significant leap toward making quality education truly accessible and inclusive for every child.
