Uganda Army Chief Sparks Diplomatic Row with Turkey Over Controversial $1 Billion Demand

Muhoozi Kainerugaba, Chief of Defence Forces of Uganda, has triggered a diplomatic controversy after making a series of contentious statements directed at Turkey.


In posts shared on social media, Kainerugaba demanded $1 billion from Turkey, claiming it as compensation for Uganda’s long-standing contribution to regional security efforts, particularly in Somalia.

Security Contribution at the Centre of Demand

Kainerugaba argued that Uganda’s military deployment in Somalia—primarily as part of African Union missions to combat extremist groups—has played a critical role in maintaining stability. He stated that while Turkey has benefited economically from infrastructure projects in Somalia, Uganda has borne significant security responsibilities.

He described the demand as a “security dividend,” asserting that Uganda deserves financial recognition for its contributions.

Threat to Diplomatic Relations

The Ugandan army chief warned that failure to meet the demand could lead to a breakdown in diplomatic ties. He suggested that Uganda may close Turkey’s embassy in Kampala within 30 days, adding that reciprocal actions from Turkey would be expected.

He emphasised that the matter should not be viewed as social media rhetoric, indicating that the situation could escalate into a formal diplomatic issue.

Controversial Personal Remark Draws Criticism

In addition to the financial demand, Kainerugaba made a widely criticised personal remark, requesting that Turkey provide “the most beautiful woman” in the country as a spouse. The statement has drawn backlash for being inappropriate and insensitive, further intensifying the controversy.

Travel Advisory and Strong Statements

Kainerugaba also advised Ugandan citizens to avoid travelling to Turkey, citing safety concerns. He accused Turkey of acting unfairly toward Uganda and warned of deteriorating bilateral relations.

Broader Geopolitical Context

Uganda has maintained a significant military presence in Somalia for nearly two decades, contributing to international efforts against extremist groups such as Al-Shabaab. Meanwhile, Turkey has expanded its economic and infrastructure footprint in the region, including projects in Mogadishu.

Pattern of Controversial Statements

This is not the first time Kainerugaba has made headlines for unusual remarks. His previous public statements have also sparked debate, raising concerns about their diplomatic implications.
