The Odisha government has issued stern instructions to all districts to dispose of every pending amendment case in Column-2 (Khata No. 2) of Record of Rights (RoR) in mission mode and within the stipulated time frame. District Collectors have been told to monitor the entire exercise personally.
In a letter issued on 13 February 2026, Additional Chief Secretary (Revenue & Disaster Management) Dr. Arabinda Kumar Padhee directed officers to treat the pending cases as a top priority, eliminate all procedural delays and complete the work in mission mode.
After a tahsil-wise review, the Revenue Secretary expressed satisfaction over the good progress made in Nuapada, Koraput, Boudh, Kalahandi, Malkangiri and Sambalpur districts, but conveyed serious concern over the slow and unsatisfactory pace in several other districts.
Dr. Padhee underlined that correction in Column-2 of the Khatiyan is not a routine administrative formality. “It is directly linked to the security of land ownership and timely delivery of government services to farmers,” he said. Proper updation and farmer registration are essential for beneficiaries to receive benefits under Pradhan Mantri Kisan Samman Nidhi and other Direct Benefit Transfer (DBT) schemes without hindrance. Any delay affects citizens directly and damages administrative efficiency.
Key directives issued include:
- All pending/backlog Column-2 cases must be disposed of in mission mode within the given timeline.
- Tahsildars with large numbers of pending cases will be identified; they will be issued warnings and, if performance remains unsatisfactory, action will be taken against them.
- Sub-Collectors will be personally responsible for regular monitoring.
- A dedicated dashboard will be launched to track and monitor the progress of backlog cases.
- Regular reports on progress and problems faced must be sent to the department.
The objective is to achieve a significant reduction in the number of pending cases within the stipulated period. Revenue Minister Suresh Pujari had earlier directed that the work be given top priority at the district level. All Revenue Divisional Commissioners (RDCs) have also been instructed to oversee the entire operation personally.
