UPSC Introduces New Rules for IAS, IFS and IPS Officers

The Union Public Service Commission (UPSC) has introduced new rules for the Civil Services Examination (CSE) 2026 that significantly change opportunities for IAS, IFS and IPS officers.


For years, serving officers could reappear in the exam to aim for a higher rank or a different service. That option now faces strict limits.

Under the new rules, serving IAS and IFS officers cannot appear for CSE 2026. If appointed after the preliminary exam but before the mains, they cannot write the mains. If appointed after the mains begin but before the final result, they will not be considered for service allocation. Officers can reappear only if they resign from service.

The notification also restricts IPS officers. Candidates already selected or appointed to IPS cannot seek IPS again through CSE 2026. They may still compete for other services if eligible.

UPSC has introduced a one-time improvement option for candidates allotted IPS or Central Services Group ‘A’ through CSE 2026. They may reappear in CSE 2027 after formally deferring training. This exemption applies only once. If selected again in CSE 2027, candidates must choose between the 2026 and 2027 allotments. The unchosen allotment will be cancelled. If not selected in 2027, they may join the 2026 service. Failure to join training in either case cancels both allotments.

Candidates using the one-time improvement option cannot appear in CSE 2028 or later unless they resign. Those allotted services through CSE 2025 or earlier get one chance to appear in either CSE 2026 or CSE 2027 without resigning. From CSE 2028 onwards, resignation becomes compulsory.

The new UPSC rules close gaps that previously allowed repeated attempts after service allocation. The framework sets clear limits and timelines, requiring officers to make careful career decisions before planning another attempt.
