Odisha Chief Minister Mohan Charan Majhi on Thursday inaugurated the ‘Ama Sathi’ Unified WhatsApp Bot at Lok Seva Bhawan, marking a major step towards transparent and citizen-centric governance.
Alongside, he also opened 57 new sub-registration offices across the state, completing the government’s promise of establishing such offices in all 317 tehsils.
With the launch of ‘Ama Sathi,’ citizens can now access revenue and disaster management services directly through WhatsApp by contacting 9437292000. The service will be available 24×7, offering more than 170 essential government services without the need for intermediaries.
The Chief Minister emphasized that this reform will eliminate middlemen, improve efficiency, and strengthen public trust in governance. He noted that transparency is the foundation of a “Developed Odisha.”

Key Features of the Initiative
- ✅ Sub-registration offices now operational in all 317 tehsils, including 57 newly opened offices and one additional office in Cuttack.
- ✅ Wide-ranging reforms in registration services introduced over the past year to enhance efficiency and transparency.
- ✅ 11 critical revenue services—such as caste, residence, and legal heir certificates, mutation and conversion cases—now available via WhatsApp and the ‘Ama Sathi’ app.
- ✅ Special campaign launched for inheritance mutation of land records across all tehsils.
- ✅ Land records updated in favour of legal heirs, enabling farmers to easily access government schemes and benefits.
Majhi reiterated that the government’s core principle is to “bring services to the people’s doorstep.” By leveraging technology, the state aims to reduce the burden on citizens, save time, and ensure corruption-free delivery of services.
