The All India Institute of Medical Sciences (AIIMS), Bhubaneswar, has been recognised as the top government facility in the category of Linking Health Records under the Ayushman Bharat Digital Mission (ABDM).
This institute achieved the number one national rank in health record linkage, marking a significant milestone in India’s journey toward digital health transformation.
The prestigious award was presented during the Chintan Shivir held in Bhubaneswar on January 19–20, 2026. This event was organised by the National Health Authority (NHA) under the Ministry of Health and Family Welfare (MoHFW). The award was received by the Executive Director of AIIMS Bhubaneswar, Prof. (Dr.) Ashutosh Biswas, along with IT Committee Chairman Dr. Manoj Kumar Mohanty, met with Ms Anu Garg, Chief Secretary of the Government of Odisha.
The two-day Chintan Shivir brought together senior policymakers and health administrators from across the country to review progress and chart the future roadmap for digital health initiatives under the ABDM. Representatives from 27 states and 7 union territories participated in the discussions. Distinguished attendees included Dr. Sunil Kumar Barnwal, CEO of NHA; Ms. Gayatri Rathore, Principal Secretary of Health in Rajasthan; Mr. Sampath Kumar, Principal Secretary of Health in Meghalaya; Smt. Aswathy S., Secretary of Health & Family Welfare in Odisha; Dr. Brundha D., CEO of the State Health Assurance Society, along with senior officials from the NHA and state health departments.
Under the guidance of Hon’ble Union Health Minister Shri J. P. Nadda Ji, this recognition underscores AIIMS Bhubaneswar’s leadership, dedication, and excellence in advancing digital health initiatives for seamless, citizen-centric healthcare delivery, said Dr. Ashutosh Biswas, the Executive Director of AIIMS Bhubaneswar.
AIIMS Bhubaneswar has made remarkable progress in the implementation of ABDM, including 4.2 million health record linkages and the generation of 1.9 million Ayushman Bharat Health Account (ABHA) tokens. The successful implementation of the Scan & Pay facility has streamlined billing, reduced patient waiting times, and enhanced hospital efficiency.
These initiatives have significantly improved patient convenience, ensured paperless workflows, and strengthened continuity of care, added Dr. Biswas.
Health record linking in ABHA involves securely connecting a patient’s digital medical records, including outpatient department visits, laboratory reports, prescriptions, and discharge summaries to their ABHA ID, with the patient’s consent. This enables individuals to access and share their health records at any time, supports interoperability across healthcare institutions, and ensures continuity of care nationwide.
