India–Russia Strategic Partnership Expands with Wide-Ranging Agreements at 23rd Annual Summit

India and Russia strengthened their strategic partnership during the 23rd Annual Summit in New Delhi.


Both nations signed a broad slate of agreements across critical sectors, reinforcing their cooperation at a time of shifting global dynamics.

Prime Minister Narendra Modi welcomed Russian President Vladimir Putin at Rashtrapati Bhavan after Putin arrived at Palam airport. The visit marked Putin’s first state trip to India since the Ukraine war began.

Modi described India–Russia ties as a “friendship that has stood firm like the Pole Star,” highlighting decades of mutual respect and trust. Meanwhile, Putin praised the relationship as a “special and privileged strategic partnership,” calling India a dependable, time-tested friend. Together, both leaders underscored continuity and stability while stressing the importance of expanding cooperation in a rapidly changing global landscape.

The summit produced agreements that cover long-term economic cooperation, manpower mobility, fertiliser security, maritime training, shipbuilding collaboration, and critical mineral supply chains. These deals signal a major expansion of bilateral ties and demonstrate the commitment of both nations to deepen engagement.

Full List of Agreements and MoUs

  • India–Russia Economic Cooperation Programme 2030: Leaders outlined a roadmap to guide bilateral trade and investment through 2030, focusing on sustainable economic engagement, co-production, and co-innovation.
  • Two MoUs on Manpower Mobility: Both governments established frameworks to regulate the movement of skilled Indian workers to Russia, including recruitment standards, worker protection, and vocational training.
  • Agreement on Joint Urea Production: India and Russia formed a partnership to strengthen fertiliser security, stabilise supply chains, and support agriculture.
  • MoU on Training Indian Seafarers for Polar Waters: Authorities launched a collaboration to train Indian seafarers for Arctic navigation, supporting India’s role in Northern Sea Route shipping.
  • Shipbuilding Cooperation Framework: The two nations initiated an industrial partnership on ship design, technology transfer, local manufacturing, and maritime infrastructure, aligned with Make in India.
  • Cooperation on Critical Minerals and Supply Chains: Leaders signed a strategic agreement to secure and diversify supply chains for clean energy, electronics, and advanced manufacturing.
