Bihar Assembly Election 2025: Record 67.13% Voter Turnout, Zero Re-Polls

In a resounding celebration of democracy, the Bihar Legislative Assembly elections wrapped up on November 11 with a groundbreaking voter turnout of 67.13%, marking the highest participation rate in the state’s history since independence in 1951.


This surge in civic enthusiasm not only shattered previous records but also highlighted the transformative impact of the Election Commission of India’s (ECI) proactive strategies, fostering a festive and incident-free polling atmosphere across the state.

Women voters led the charge, clocking an impressive 71.78% turnout compared to 62.98% among men, underscoring a growing gender parity in electoral involvement. The two-phase elections, spanning 243 constituencies, saw over 7.45 crore eligible voters exercise their franchise, a direct outcome of ECI’s meticulous preparations that began as early as March 2025.

At the heart of this electoral triumph were 17 tailored initiatives under the “Bihar First” banner (detailed in Annexure-1), designed to enhance voter accessibility, streamline operations, and integrate cutting-edge technology within constitutional bounds. These measures included structured training programs for polling staff, voter-friendly facilities, and robust digital tools to minimise hurdles and maximise inclusivity.

A cornerstone of the process was the Special Intensive Revision (SIR) of the electoral rolls in 2025, conducted with remarkable efficiency and zero appeals. This ensured a pristine and updated voter list, paving the way for seamless participation from 7,45,26,858 electors.

Chief Election Commissioner Shri Gyanesh Kumar, alongside Election Commissioners Dr Sukhbir Singh Sandhu and Dr Vivek Joshi, maintained vigilant oversight through comprehensive webcasting at all 90,740 polling stations. The ECINet platform served as the technological nerve centre, facilitating real-time data collection, voter services, and supervisory controls to keep the polls on track.

The culmination of Phase-II polling across 122 assembly constituencies was equally exemplary. Scrutiny of nomination documents proceeded without a hitch in the presence of 122 Returning Officers (ROs) and 122 General Observers (GOs), with around 460 candidates or their representatives actively involved. Remarkably, no discrepancies or malpractices were detected at any polling station, leading to a historic milestone: zero re-polls recommended across both phases of the Bihar elections.

This flawless execution marks a first in the recent annals of the state’s electoral history (as outlined in Annexure-2). Every step—from document verification to the resealing of Forms 17A and polling materials under the ROs’ seals—was meticulously videographed, reinforcing transparency and accountability.

As Bihar basks in the afterglow of these peaceful and vibrant polls, the ECI’s blueprint stands as a model for future elections nationwide. With results eagerly awaited, this edition of the Bihar Assembly polls not only redefined voter engagement but also reaffirmed the resilience of India’s democratic fabric.
