MoPR to Launch Nationwide “Sabki Yojana, Sabka Vikas” Campaign on October 2

The Ministry of Panchayati Raj (MoPR) will launch the People’s Plan Campaign (PPC) 2025–26, titled “Sabki Yojana, Sabka Vikas”, across all States and Union Territories on October 2, 2025, marking a renewed push for participatory planning and grassroots governance.


The campaign will initiate the preparation of Panchayat Development Plans (PDPs) for the financial year 2026–27, with a special focus on evidence-based, inclusive, and convergent planning through Special Gram Sabha meetings. Since its inception in 2018, the PPC has enabled over 18.13 lakh PDPs to be uploaded on the eGramSwaraj Portal, including 2.52 lakh plans for the ongoing 2025–26 cycle.

🧭 Strengthening Local Governance

The campaign aims to deepen transparency, accountability, and community participation. Gram Sabhas will review past plans using digital platforms such as eGramSwaraj, Meri Panchayat App, and Panchayat NIRNAY, assess progress, and prioritize unfinished works funded by Central Finance Commission grants.

Planning will be guided by the Panchayat Advancement Index (PAI) and tools like SabhaSaar, with an emphasis on enhancing Own Source Revenue (OSR) and tribal empowerment under the Adi Karmayogi Abhiyaan.

🛠️ Preparatory Measures

On September 26, Additional Secretary Shri Sushil Kumar Lohani chaired a virtual meeting with State/UT departments and State Institutes of Rural Development & Panchayati Raj (SIRD&PRs) to finalize the rollout strategy. MoPR has directed 20 Line Ministries/Departments to ensure active participation in Gram Sabhas.

States and UTs have been instructed to:

  • Activate monitoring platforms
  • Appoint nodal officers
  • Train facilitators
  • Finalize Gram Sabha schedules
  • Display Public Information Boards by September-end

The Special Gram Sabhas on October 2 will formally kick off the campaign nationwide.

🌱 Inclusive Development

With active involvement from Panchayat representatives, line departments, community members, and frontline staff, the campaign is expected to improve service delivery and outcomes in rural areas. It reinforces the government’s commitment to “Sabki Yojana, Sabka Vikas” — ensuring every citizen’s voice shapes the development agenda.
