Online Gaming Bill Introduced in Lok Sabha to Ban Betting Apps

To regulate India’s booming digital gaming sector, the central government introduced the Promotion and Regulation of Online Gaming Bill, 2025, in the Lok Sabha on Wednesday.


The Bill, which received Cabinet approval a day earlier, seeks to outlaw all forms of online money gaming—including betting, gambling, and fantasy sports—and establish a national authority to oversee the sector.

Union Minister Ashwini Vaishnaw stated that the legislation is designed to “boost innovation while protecting citizens,” especially youth, from the adverse effects of addiction, financial fraud, and mental health risks associated with real-money gaming platforms.

Key provisions include:

  • A complete ban on online money games, advertisements, and related financial transactions.
  • Recognition of e-sports as a legitimate competitive sport with institutional support.
  • Promotion of educational and culturally aligned social games.
  • Establishment of a central Online Gaming Authority for oversight and grievance redressal.
  • Strict penalties for violations, including imprisonment up to 5 years and fines up to ₹2 crore.

The Bill also empowers the government to block unlawful gaming platforms and authorises officers to investigate and seize digital assets linked to offences. Once passed by both houses of Parliament and signed by the President, the law will come into force nationwide.

The Ministry of Electronics and IT emphasised that the legislation reflects the Modi 3.0 government’s commitment to a safe and innovation-driven Digital India, balancing creative freedom with citizen protection.
