‘Odisha Vision Cell’ to Fast-Track Development Goals

The Odisha government has announced the formation of an ‘Odisha Vision Cell’ that will oversee the implementation of Vision-2036 and Vision-2047.


The decision follows a high-level review meeting after the launch of the ‘Viksit Bharat, Viksit Odisha’ roadmap in the presence of Prime Minister Narendra Modi.

The new Vision Cell will operate as a centralised mechanism, conducting monthly departmental reviews to ensure alignment with the ambitious state and national targets. It aims to reinforce accountability, coordinate inter-departmental action, and fast-track the execution of plans crucial to Odisha’s socio-economic transformation.

Vision Units will also be created at the district level to localise progress monitoring, while a high-level committee chaired by the Chief Minister will provide overarching guidance. The plan includes forming high-powered committees at both the CM and Chief Secretary levels, as suggested by NITI Aayog CEO B.V.R. Subrahmanyam, who engaged directly with key department heads.

Subrahmanyam lauded the state’s ambitious ’36 for 36′ strategy — a model focusing on comprehensive development across 30 districts and six core sectors. He emphasised the need for robust institutional frameworks to translate the vision into action by 2036, coinciding with Odisha’s centenary, and by 2047 — India’s 100th year of independence.

The Odisha Vision Cell marks a decisive step toward realising a developed and inclusive state, aiming to sync local aspirations with national ambition.
