In a remarkable display of administrative efficiency, Odisha’s Health and Family Welfare Minister, Dr. Mukesh Mahaling, has resolved a decade-long struggle for Sangita Sahoo, a differently-abled girl from Teragaon village in Kendrapara district’s Mahakalapada block.


Sangita (11), daughter of Saroj Kanta Sahoo, had been deprived of government allowances and benefits due to the absence of a disability certificate. Her plight, highlighted through social media and newspapers, caught the minister’s attention, prompting immediate action.

For over ten years, Sangeeta faced significant challenges in accessing schemes designed for differently-abled individuals, as the lack of a disability certificate barred her from essential support. The issue, rooted in bureaucratic delays, had left her family frustrated and without recourse. However, the situation changed dramatically when Dr. Mahaling intervened. Upon learning of Sangita’s case, he directed the Chief District Medical Officer (CDMO) of Kendrapara to conduct a medical examination and issue the certificate promptly.

Acting on the minister’s instructions, the district health authorities swung into action. Within a mere seven hours, Sangita underwent the necessary medical evaluation, and the disability certificate was issued, unlocking access to government benefits such as financial allowances and welfare schemes. This swift resolution not only addressed a long-standing grievance but also showcased the power of responsive governance.

The impact of this action extends beyond Sangita’s family. Residents of Mahakalapada and local social activists have lauded Dr. Mahaling for his decisive intervention. Sangeeta’s family expressed heartfelt gratitude, noting that the certificate would significantly improve her quality of life. Social workers in the region echoed this sentiment, praising the minister for turning a decade-long ordeal into a matter resolved in hours.

Dr. Mahaling, addressing the broader issue, urged health department officials and the public to extend sincere support to differently-abled individuals. “It is our collective responsibility to ensure that every person with a disability receives the assistance they are entitled to,” he said. His call to action emphasizes the need for systemic improvements to prevent similar delays in the future.

This incident highlights the critical role of proactive leadership in addressing grassroots issues. By leveraging his authority and prioritizing Sangeeta’s case, Dr. Mahaling has set a precedent for efficient governance. The resolution of this case within hours serves as a beacon of hope for others facing similar bureaucratic hurdles, reinforcing the importance of accessibility and inclusion in public welfare systems.
