India’s Rural Governance Model Gains Global Attention at World Bank Land Conference 2025

SVAMITVA and Gram Manchitra shine as scalable solutions for rural land management

India made a significant mark at the World Bank Land Conference 2025, held in Washington D.C. from May 5–8, where nations expressed keen interest in replicating its technology-driven rural governance models.


Under the leadership of Shri Vivek Bharadwaj, Secretary, Ministry of Panchayati Raj, India’s participation as a Country Champion spotlighted two groundbreaking initiatives: the SVAMITVA Scheme and the Gram Manchitra platform.

The SVAMITVA Scheme, aimed at formalising land ownership in rural areas through drone surveys and digital property cards, showcased its ability to enhance economic opportunities, empower women, and secure land tenure rights. With ₹1.16 trillion worth of land monetised across 68,000 sq. km, experts recognised SVAMITVA’s potential as a scalable model for global adoption.

Additionally, the Gram Manchitra platform, a geospatial planning tool, was highlighted for its contributions to local governance, climate resilience, and disaster preparedness. The technical session on land governance for climate action emphasised the platform’s ability to facilitate data-driven infrastructure development and scheme convergence at the village level.

Representatives from World Bank divisions and various countries commended India’s innovative approach, signalling strong international interest in adopting India’s digital land governance practices.
