The Ministry of Road Transport and Highways (MoRTH) has officially notified key amendments to the Central Motor Vehicles Rules, 1989.
The updated regulations are designed to facilitate the commercial adoption of flex fuel vehicles (FFVs) capable of running on high-ethanol blends, including E85 and E100.
Embracing High-Ethanol Technology
The latest notification formally updates emission certification provisions to explicitly include E100 alongside E85. Under the new framework, vehicles engineered for these high-ethanol blends must strictly comply with the designated emission and safety standards mandated for their specific categories.
While E85 represents a blend of petrol containing up to 85 per cent ethanol by volume, E100 consists predominantly of pure ethanol. Flex fuel technology—successfully deployed in major global markets like Brazil and the United States—allows vehicles to operate seamlessly on a wide spectrum of petrol and ethanol blends using a single fuel tank.
These advanced vehicles feature specialised fuel system components and automated engine controls that instantly adjust operation based on the fuel composition, giving motorists the freedom to choose fuels within the certified range.
Strategic Benefits for India
The push toward high-blend ethanol carries profound economic and environmental advantages. By championing domestically produced ethanol, India can significantly trim its heavy reliance on imported crude oil. Furthermore, utilising ethanol in purpose-built vehicles helps curb specific exhaust pollutants and lowers overall greenhouse gas emissions across the fuel’s lifecycle, depending on the feedstock and production methodology.
Important Guidelines for Vehicle Owners
MoRTH has issued crucial clarifications to ensure consumer safety and prevent engine damage:
-
Exclusivity: E85 and E100 are strictly intended for vehicles specifically designed, tested, and certified for these high-blend fuels.
-
Not for Standard Vehicles: Compatibility with standard market fuels like E10 or E20 does not mean a vehicle is suitable for E85.
-
No Retrofitting Mandate: Existing vehicle owners are under no obligation to switch to E85 or modify their current vehicles.
Motorists are strongly advised to check the fuel compatibility sticker on their vehicles and consult the manufacturer’s owner manual before selecting alternative fuel options at local petrol stations.
Alongside the flex fuel updates, the notification incorporates revised biodiesel provisions and essential technical corrections, coming into effect immediately upon publication in the Official Gazette.
