The Government of Odisha has approved 22 industrial investment proposals worth ₹3,855.38 crore, with the potential to generate 7,765 employment opportunities.                 The approvals mark another step in the State’s efforts to diversify its industrial base, attract investment across emerging sectors and create employment opportunities. The proposals were approved at the 151st State Level Single Window Clearance Authority (SLSWCA) meeting, chaired by Chief Secretary Anu Garg.

The approved projects span 11 sectors: Tourism, Biofuel, Manufacturing, Aerospace and Defence, Chemicals and Petrochemicals, Infrastructure, Plastics, Pharmaceuticals, Global Competency Centres, Steel (Downstream), and Paper (Packaging). The proposed investments reflect Odisha’s diverse industrial priorities, combining traditional manufacturing and downstream industries with emerging areas such as aerospace and defence, compressed biogas and specialised chemical production, alongside pharmaceutical manufacturing, logistics infrastructure, technology-enabled services and tourism development.

The projects are spread across 12 districts of Odisha: Angul, Balasore, Bhadrak, Cuttack, Ganjam, Jajpur, Jharsuguda, Khordha, Nayagarh, Puri, Sambalpur and Sundargarh. This geographical spread is expected to support industrial development across multiple regions, create local employment opportunities and encourage economic activity around the proposed projects.

Key Approved Projects

Paper, Packaging and Plastics

The paper, packaging and plastics sectors account for two significant proposed investments, together worth ₹1,029.91 crore, with an employment potential of 1,960.

Alisha Torrent Closures (India) Private Limited will invest ₹529.91 crore in Nayagada to manufacture caps and closures for bottled beverages, with the potential to generate 250 jobs. The project adds to Odisha’s packaging-related manufacturing base.

Stark Ridge Private Limited will invest ₹500 crore in a paper and paper products manufacturing unit in Khordha, expected to create 1,710 jobs. The facility is proposed to have an annual production capacity of 108,000 MT of corrugated boxes, 48,000 MT of paper bags, 48,000 MT of mono cartons and 99,000 MT of paper. Its scale and product range position it as a major proposed addition to the State’s paper and packaging manufacturing segment.

Biofuel: Expanding Compressed Biogas Production

Three proposed Compressed Biogas (CBG) projects account for a combined investment of ₹680 crore and an employment potential of 984. The projects are planned in Angul, Jajpur, Sambalpur, Sundargarh and Balasore, extending biofuel-related industrial activity across multiple districts.

The project is expected to create 154 jobs.

The projects add to the State’s downstream steel and fabrication capabilities, with proposed production spanning construction-related steel products, heavy structures and industrial equipment.

Chemicals and Petrochemicals

The chemicals and petrochemicals segment will receive two proposed investments worth ₹225 crore, with an employment potential of 405.

Aarish Coating Technology LLP will establish an industrial paint manufacturing facility in Khordha with an investment of ₹50 crore, expected to generate 200 jobs.                       ProecEnergy Limited will invest ₹175 crore in Bhadrak to manufacture 18,000 TPA of calcined petroleum coke and 9,000 TPA of graphitized petroleum coke, creating a potential 205 jobs.

The projects broaden the range of industrial products proposed to be manufactured in Odisha, covering industrial coatings and specialised carbon-based materials.

Aerospace and Defence: Emerging Advanced Manufacturing

Two proposed projects in Khordha will bring ₹117 crore in investment to the aerospace and defence sector, with an employment potential of 1,170.

Stonehawk Technologies Private Limited will invest ₹65 crore in an integrated manufacturing facility for drones and unmanned aerial systems, with the potential to generate 800 jobs. Amritash Healthcare Pvt. Ltd. – Unit II will invest ₹152.69 crore in a pharmaceutical products manufacturing facility in Khordha, with the potential to generate 520 jobs.

The proposed facility will have a production capacity of 1,500 million tablets, 210 million capsules and 48 million injections. The project adds substantial proposed production capacity to Odisha’s pharmaceutical manufacturing sector and strengthens the State’s presence in a specialised, value-added industry.

Logistics Infrastructure

RB Abodes Private Limited will establish an Integrated Logistics Park in Ganjam with an investment of ₹209.35 crore, generating a potential 345 jobs. The project will also include a 5 MW rooftop solar power plant.

The proposed investment combines logistics infrastructure with on-site renewable energy generation, adding to the State’s infrastructure portfolio and supporting the development of facilities for goods movement and related commercial activity.

Tourism: New Hospitality and Destination Projects

Tourism accounts for six proposed projects with a combined investment of ₹1,035.62 crore and an employment potential of 1,337. The projects cover hotels, luxury resorts and a convention centre across Khordha, Jharsuguda, Puri and Cuttack.

The proposed projects add to Odisha’s hospitality infrastructure across established tourism destinations and other locations. Their combined scale also makes tourism one of the significant contributors to the employment potential of the approved investment portfolio.

Global Competency Centre

Linde South Asia Services Pvt. Ltd. will establish a Global Competency Centre in Khordha for transport operations and remote operations, with an investment of ₹82 crore and an employment potential of 210.

The project adds a services-sector component to the investment portfolio, complementing the manufacturing-led proposals and broadening the range of economic activities represented in the approvals.

The 22 approved proposals represent a combined proposed investment of ₹3,855.38 crore and an employment potential of 7,765. The portfolio spans established manufacturing activities, alternative energy, advanced manufacturing, pharmaceuticals, logistics and tourism, demonstrating the breadth of investment interest represented in the approvals.

The projects also bring together different forms of economic activity: high-capacity production facilities, specialised industrial manufacturing, technology-oriented operations, infrastructure development and hospitality projects. Their proposed spread across 12 districts offers opportunities to expand industrial activity and employment across different parts of Odisha.

Through the single-window clearance mechanism, the Government of Odisha continues to facilitate investment proposals through coordinated approvals. The projects contribute to the State’s broader development priorities of attracting quality investment, expanding industrial capabilities, generating employment and advancing the vision of Samruddha Odisha 2036.
