The Ministry of Labour and Employment (MoLE) signed a Memorandum of Understanding (MoU) with Zomato in New Delhi today to improve access to flexible, technology-enabled livelihood opportunities through the National Career Service (NCS) platform.
The MoU was signed in the presence of Union Minister for Labour and Employment and Youth Affairs and Sports, Dr Mansukh Mandaviya; Minister of State for Labour and Employment, Ms Shobha Karandlaje; and Secretary of the Ministry of Labour and Employment, Ms Vandana Gurnani.
During the event, Dr Mansukh Mandaviya welcomed the partnership with Zomato. He stated that this collaboration would integrate platform economy roles into the formal employment system, helping connect youth and women job seekers with dignified, technology-enabled livelihoods.
Dr Mandaviya emphasised that the NCS portal has become a significant platform for job seekers at both national and international levels, linking millions of individuals with employment and livelihood opportunities. He noted that since its launch in 2015, the portal has facilitated over 77 million vacancies and continues to serve as a crucial bridge between job seekers and employers.
He added that several key organisations have already partnered with the NCS portal, and today’s collaboration with Zomato marks another milestone in the Ministry’s efforts to expand flexible and technology-enabled livelihoods. The partnership between the Ministry of Labour and Employment and Zomato will be mutually beneficial for both organisations and for all job seekers.
Ms Shobha Karandlaje, Minister of State for Labour and Employment, emphasised the importance of extending social protection to both organised and unorganised workers in the country. She emphasised that the MoU supports the Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY) and the government’s vision of a developed India by 2047, promoting formalisation and social security for all workers. She urged all stakeholders to collaborate closely with the government to ensure inclusive and secure livelihoods for all workers.
Secretary of the Ministry of Labour and Employment, Ms Vandana Gurnani, reiterated the government’s commitment to providing dignified employment and sustainable livelihoods for all workers. She announced that new career opportunities would be available on the National Career Service (NCS) portal around Diwali, which would give a timely boost to both job seekers and employers.
She emphasised that social security remains a top priority for the Ministry, noting India’s recent recognition by the International Social Security Association (ISSA) Award. The coverage of social security has increased from 19% in 2015 to 64.3% in 2025, benefiting 940 million citizens. Ms Gurnani expressed hope that leading platforms such as Zomato would support these efforts, allowing gig and platform workers to access social security benefits.
Under the new ‘Aggregator’ category, Zomato will list around 250,000 flexible livelihood opportunities annually on the NCS portal, offering structured access to real-time income opportunities for delivery partners and gig workers.
In the past year, the Ministry has signed MoUs with 14 major organisations, including Amazon, Swiggy, Rapido, Zepto, Mentor Together, Apna.co, HireMee, FoundIT, TeamLease, and others, collectively mobilising over 500,000 employment opportunities.
The collaboration with Zomato adds a new dimension to this expanding ecosystem, reinforcing the Ministry’s mission of bridging the gap between job seekers and the industry, and injecting new energy into the economic growth of India.
