Sangram Keshari Mohapatra, IAS, assumed charge as the Revenue Divisional Commissioner (RDC) for the Southern Division of Odisha.
The official communication, dated July 29, 2025, marks Mohapatra’s formal entry into the pivotal role. Known for his commitment to transparent governance, Mohapatra’s immediate focus is on strengthening the implementation of the Odisha State Workflow Automation System (OSWAS) across the division.
OSWAS—a digital initiative active for over two years—enables paperless file management, accountability, and efficient retrieval of documents. Mohapatra emphasised that, barring Assembly and Court-related matters, all administrative files should be routed via OSWAS, underlining the government’s vision for clean and efficient governance.
A review of the past three months’ implementation status has also been proposed, with specific details to be communicated shortly to all collectors within the division.
His appointment is expected to bring momentum to administrative reforms in Southern Odisha, signalling a new chapter rooted in digitisation and accountability.
