In a significant step towards inclusive development, East Coast Railway and the Government of Odisha have joined hands to fast-track four ambitious new railway line projects that promise to revolutionise connectivity in the state’s southern and western tribal-dominated regions.
With a combined investment exceeding ₹6,879 crore and spanning a total of 382 km, these projects target some of Odisha’s most remote and aspirational districts. On April 16, 2026, both parties signed Memoranda of Understanding (MoUs) to create a robust coordination framework for expediting land acquisition, securing statutory clearances, and resolving on-ground challenges through joint monitoring.
The partnership, reinforced by the conferment of **Special Railway Project** status, is already delivering visible results. Work is progressing in mission mode across land acquisition, forest clearances, tendering, and actual construction, bringing new hope to tribal communities long dependent on arduous road travel.
Jeypore–Malkangiri New Line (126 km)
Sanctioned at ₹2,343.64 crore (75% funded by Railways and 25% by Odisha), this project has achieved major milestones in land acquisition and forest clearances. Tenders for construction works have already been invited. Once complete, the line will provide reliable rail access to Malkangiri’s tribal population, dramatically improving access to markets, schools, and healthcare facilities.
Jeypore–Nabarangpur New Line (44.14 km)
Costing ₹747.91 crore, this project follows a 50:50 cost-sharing model for construction (with Odisha bearing full land cost). Construction has already begun in key sections, including major bridge works. It will introduce the **first-ever rail connectivity** to Nabarangpur district, unlocking economic opportunities for its largely tribal residents.
Bargarh–Nuapada New Line (138.32 km)
Sanctioned at ₹2,621.92 crore, this strategically important project is moving swiftly. Statutory notifications under the land acquisition process have been issued across the alignment. In Bargarh district, 20A and subsequent 20E Gazette Notifications have been published for multiple villages, with the process reaching the conclusive stage in several areas. Similar progress is visible in Nuapada. The Special Railway Project status is further speeding up acquisition. The line will open new doors for employment, markets, and essential services in Nuapada’s tribal areas.
Gunupur–Theruvali New Line (73.62 km)
With a sanctioned cost of ₹1,165.89 crore, this project is advancing on multiple fronts. Importantly, 20E Gazette Notifications have been issued for **all 51 villages** along the alignment, bringing land availability to a conclusive stage and paving the way for accelerated construction. The line will significantly enhance connectivity in Rayagada district, supporting better healthcare, education, and livelihood opportunities for local tribal communities.
Transformative Impact on Tribal Odisha
Together, these four projects will bring rail services to previously unconnected areas, directly benefiting over 30 lakh people — the majority from Scheduled Tribes and marginalized groups. Farmers will gain direct access to wider markets, students will reach quality educational institutions more easily, and patients will have faster routes to advanced healthcare. The lines are also expected to attract industrial investment and generate substantial local employment.
The MoU mechanism combined with Special Railway Project status has created an effective execution model emphasizing speed, accountability, and inter-departmental synergy. Officials describe it as a powerful template for future infrastructure delivery in challenging terrains.
As these projects gather momentum, Odisha is witnessing a new chapter in its journey towards equitable regional development — one where even its remotest tribal heartlands are being firmly placed on the national rail map.
