In a significant step to accelerate industrial growth and employment generation, the Odisha Legislative Assembly today passed a Rs 762.78 crore budget for the Micro, Small and Medium Enterprises (MSME) Department for the financial year 2026-27.

The allocation is expected to inject fresh momentum and strength into the sector, which ranks as the second-largest employment provider after agriculture in the state.

Odisha’s MSME Minister Gokulananda Mallik announced the details during a press conference at the Assembly premises, describing the budget as a “new milestone” for the sector’s development.

“This budget will provide new speed and power to MSMEs, making them more empowered and resilient,” he stated. He emphasised that the sector will play a revolutionary role in job creation, income generation, economic prosperity, and overall state development.

Of the total ₹762,78,36,000 allocation:

  • ₹672,40,11,000 has been earmarked for plan (scheme) expenditure.
  • ₹90,38,25,000 is allocated for administrative expenses.

Highlighting the sector’s importance, Minister Mallik noted that over 14,03,200 micro, small, and medium enterprises are registered on the state’s Udyam portal. To further strengthen small enterprises, the government is focusing on several key initiatives, including:

  • Easy access to credit facilities.
  • Capital subsidies.
  • Export promotion incentives.
  • Technology upgradation support.

The state is actively developing MSME parks across various districts and prioritising youth entrepreneurship through dedicated startup schemes. Cluster-based development is also receiving special emphasis to foster localised industrial growth and efficiency.

The press conference was attended by Industry Minister Sampad Chandra Swain, Additional Chief Secretary (Industries) Hemant Sharma, MSME Commissioner-cum-Secretary Rashmita Panda, Special Secretary (Industries) Jyoti Mishra, and Additional Secretary Shailendra Nayak, among other senior officials.
