Odisha Unveils Rs 3.10 Lakh Crore Budget: Big Push for Farmers, Women, Youth and Infra!

Odisha presents a balanced budget with strong revenue surplus, strategic capital investment, and focus on social services.

Odisha’s record Rs 3.10 lakh crore budget for 2026-27, presented by Chief Minister Mohan Charan Majhi in the Legislative Assembly on February 20, 2026, marks a significant increase from Rs 2.90 lakh crore in the previous year.


The budget prioritises inclusive growth, infrastructure development, farmer welfare, women’s empowerment, youth opportunities, and capital investment.

As per the Budget at a Glance document, total receipts and total expenditure are both estimated at Rs 310,000 crore. Revenue receipts are projected at Rs 248,500 crore, up from Rs 231,000 crore (RE) in 2025-26, comprising tax revenue of Rs 137,460.46 crore and non-tax revenue of Rs 111,039.54 crore. Capital receipts are estimated at Rs 48,500 crore, mainly from borrowings.

Revenue expenditure is pegged at Rs 215,500 crore and capital expenditure at Rs 94,500 crore, including a capital outlay of Rs 72,100 crore that underscores Odisha’s emphasis on infrastructure. The budget projects a revenue surplus of Rs 33,000 crore and a fiscal deficit of Rs 38,800 crore.

The budget advances the state’s vision of rapid economic growth with focus on agriculture, rural development, tourism, and emerging sectors. Key allocations include enhanced support for farmers, women and child welfare schemes, smart farm markets, grain storage infrastructure, and tourism promotion. Notable investments also cover development of Hirakud Reservoir and cultural initiatives.

This fiscal plan reflects Odisha’s commitment to balanced development, fiscal discipline, and effective welfare delivery.
