Odisha is undergoing a remarkable transformation in its civil aviation sector, driven by the Government’s forward-looking New Destination Policy. This initiative, led by the Commerce and Transport Department, aims to enhance regional and international air connectivity through structured incentives, route support, and facilitation for airlines. A key development in aviation infrastructure is the completion of all formalities for establishing the state’s first Maintenance, Repair, and Overhaul (MRO) facility in Bhubaneswar—marking a significant leap in creating aviation-linked economic ecosystems.
In a short period, the New Destination Policy has greatly expanded Odisha’s aviation footprint on both global and domestic fronts. Thirteen new international and domestic flight services have been launched, creating new corridors for trade, tourism, and regional integration. Internationally, direct flights from Bhubaneswar to Dubai and Abu Dhabi have placed Odisha on the global aviation map, strengthening diaspora ties and increasing access to international markets. Domestically, routes such as Jharsuguda–Mumbai, Jharsuguda–Hyderabad, Bhubaneswar–Goa, Bhubaneswar–Dehradun, and Bhubaneswar–Port Blair have improved connectivity to tribal areas, industrial zones, and key tourist attractions. This connectivity is further enhanced by the operationalisation of regional airstrips at Jeypore, Rourkela, Utkela, and Rangeilunda under the UDAN scheme, ensuring seamless last-mile access.
Additionally, the proposed Puri Airport project has achieved a significant milestone with the launch of the Interactive Colour Coded Zoning Map (CCZM) on NOCAS 2.0. This innovative digital tool allows for online height clearance processing, ensuring that aviation planning is integrated with safe urban development, regulated infrastructure growth, and environmental protections. The introduction of the CCZM for Puri is a pioneering advancement, improving regulatory efficiency and setting the foundation for well-planned and sustainable airport development in Odisha’s spiritual capital.
What distinguishes Odisha’s aviation strategy is its focus on sustainability and the viability of its network. The New Destination Policy offers substantial support to ensure the continuity of services on underrepresented and underserved routes. By creating new opportunities for tourism, industry, medical access, and education, the policy bridges regional disparities and integrates aspirational districts into the broader growth narrative. Odisha is steadily emerging as an aviation hub, driven by a clear vision, strong policy direction, and a commitment to inclusive, future-ready infrastructure, all aligned with the state’s larger goal of achieving a developed Odisha by 2036.
To further bolster its forward-looking perspective, the Odisha Government is also in the process of formulating a dedicated Drone Policy and fast-tracking land allotment for airport infrastructure. This reinforces its mission to build a resilient and innovation-driven aviation ecosystem, as stated by the Commerce and Transport Department.
