The Budget Session of the Odisha Legislative Assembly commenced on February 17 and will continue until April 8, 2026, in two phases. The session opened with Governor Hari Babu Kambhampati delivering his customary inaugural address, outlining an ambitious roadmap for the state’s development.
Beginning his speech with “Jai Jagannath,” the Governor said Odisha will become the “growth engine” of a developed India. He emphasised that by 2036, when Odisha completes 100 years of its formation, the state aims to stand as a model of prosperity and inclusive progress.
Commitment to a Prosperous and Developed Odisha
Highlighting the government’s commitment to building a “Samruddha Odisha” (Prosperous Odisha), the Governor said major infrastructure, industrial and welfare initiatives are underway. He credited Prime Minister Narendra Modi for extending significant central support and approving key projects for the state.
Among the major announcements was the approval of the Rameswaram–Paradip Coastal Highway project, expected to boost connectivity and trade. The Governor also said Odisha is set to emerge as a semiconductor hub under the Atmanirbhar Bharat vision.
Infrastructure Modernisation in Focus
The address highlighted several infrastructure upgrades across the state:

Modernisation of road networks statewide

Construction of a ring road connecting Bhubaneswar, Khordha and Cuttack

Proposed flyover on Jaydev Vihar–Nandankanan road corridor
The Governor reiterated that strengthening core infrastructure remains central to the government’s long-term development strategy.
Focus on Health and Social Development
In addition to economic growth, the government has prioritised social welfare. The Governor stated that eliminating malnutrition and anaemia from the state is a key objective. He affirmed that inclusive development will remain at the heart of policy decisions, ensuring that growth benefits all communities.
Budget Presentation on February 20
Ahead of the session, Assembly Speaker Surama Padhy convened an all-party meeting to ensure smooth and orderly proceedings. She urged members to uphold democratic values and maintain the dignity of the House.
Chief Minister and Finance Minister Mohan Charan Majhi is scheduled to present the Odisha Budget for the financial year 2026–27 on February 20.
The session is expected to deliberate on key policy matters, development priorities, and fiscal planning, shaping Odisha’s roadmap toward its centenary year in 2036.
